The FMCSA Drug and Alcohol Clearinghouse, registered in one sitting

The Clearinghouse is FMCSA's database of CDL drug and alcohol violations: employers query it before hiring and every year after, and violations are reported into it. A one-truck owner-operator registers twice, as the employer and as the driver, then hands the ongoing work to a consortium. Non-CDL operations do not register for the DOT program at all.

Queries, explained before you buy any

Full query

Shows the details of any violation on a driver's record. Required before a driver's first safety-sensitive work for you, which for an owner-operator means a full query on yourself before your first load. The driver gives electronic consent inside the Clearinghouse.

Limited query

Says only whether a record exists, no details. Satisfies the annual requirement and needs a general written consent, which can cover multiple years. If it finds something, a full query must follow within 24 hours.

Annual query

Every employer queries each CDL driver at least once a year. One limited query per driver per year meets it; your C/TPA can run it for you once designated.

Queries cost $1.25 each, limited or full, bought in prepaid bundles that do not expire, as published October 2026 on the Clearinghouse site. The employer buys the plan; a C/TPA can run queries from your plan but cannot buy one for you. A one-truck carrier typically needs a handful a year, so this is a few dollars, not a line item.

Why a C/TPA makes this a one-time chore

Owner-operators are required to designate a consortium/third-party administrator in the Clearinghouse. Once designated, the C/TPA runs your annual queries, reports any violations it handles, and keeps the Clearinghouse side in step with your random program. You log in once a year to confirm nothing changed, instead of becoming a part-time compliance clerk.

ESnags and the annual query

The five snags that stall registration

  1. 01Company name or USDOT that does not match FMCSA's registration record exactly, down to the LLC suffix. Fix the registration first, then the Clearinghouse.
  2. 02Two Login.gov identities, one for the driver and one for the employer. Keep one identity with both roles, or consent requests land in the wrong inbox.
  3. 03A designation sent but never accepted. The C/TPA must accept on its side; check that the status shows accepted before you assume you are covered.
  4. 04A query run before consent was granted. The full query waits on the driver's electronic consent, which for you means approving your own request.
  5. 05An expired Login.gov phone number. Update two-factor before you change phones, not after, because locked-out employers cannot run the annual query.

The annual query, so it never sneaks up

Within a year of your pre-employment query, and every year after, each CDL driver needs at least a limited query. Keep the general consent on file, let your C/TPA run it, and put the anniversary on your calendar anyway. If you ever find yourself in a prohibited status, know that since November 2024 state licensing agencies must remove CDL privileges from drivers in prohibited status until the return-to-duty process is complete, which makes the Clearinghouse a licensing matter, not just a hiring one.

Q-01What is the FMCSA Drug and Alcohol Clearinghouse?

FMCSA's online database of drug and alcohol program violations by CDL drivers. Employers must query it before hiring a CDL driver and at least yearly after, and violations, return-to-duty progress and refusals are reported into it. It exists so a violation follows the driver from company to company.

Q-02Do owner-operators need to register in the Clearinghouse?

If the truck requires a CDL and you hold your own authority, yes, in both roles: as the employer who runs queries and as the driver who consents to them. You must also designate a C/TPA. Non-CDL operators are outside the DOT program and do not register for it.

Q-04How do I register as an owner-operator if I already have a driver account?

Add the employer role to the same Login.gov identity rather than creating a second account. Enter your USDOT number and owner-operator status so both roles sit together; duplicate accounts are the most common cause of consent and query confusion later.

Q-05Do I need a Clearinghouse account for my new authority?

If you will drive a CDL truck under that authority, yes, and before the first load: the pre-employment full query has to be run before safety-sensitive work begins. If your trucks are non-CDL, the DOT Clearinghouse does not apply to your operation.
